Dunedin City Council Draft Waste Management Minimisation Plan

Purpose

This submission’s primary purpose is to support the proposed plan's vision for waste reduction and a circular economy. DPA aims to advocate specifically for the accessibility and inclusivity of waste management services for disabled people, highlighting issues such as the need for additional red bins for disability-related waste and calling for greater, ongoing consultation with the disability community.

Summary of DPA submission

DPA welcomes and agrees with the Plan, given that it acknowledges diverse community needs. The plan outlines provisions for convenient access to recycling centres, transfer stations, waste collection points, and assisted collections. The assisted collection service, which enables disabled people, older people and people with health conditions to have their waste and recycling collected directly from their properties, is highly appreciated.

However, DPA identifies several issues that need resolution: a "one size fits all" waste solution is insufficient, as households with disabled people or large families often have greater or additional waste disposal needs (e.g., continence products, extra food packaging). DPA notes a lack of publicity and accessible application forms for additional red bins for disability-related waste, leading to unawareness and service delays. To prevent such issues, DPA recommends prioritising local disabled people and disability organizations for consultation during the plan's implementation and that the Dunedin City Council ensure all waste and recycling programmes are accessible, inclusive, and flexible.

DPA also recommends increasing the availability of bins for soft plastics in convenient community locations beyond supermarkets.

"To prevent these issues from recurring, it is important that local disabled people and disability organisations are prioritised for consultation when it comes to implementing this updated plan, particularly around ensuring the accessibility, inclusiveness and flexibility of all waste and recycling programmes in the Dunedin City area."
